Choose with care嘆 is not only regret. In 讚嘆 and 驚嘆 it is the gasp at something admirable, so the same character covers a sigh of despair and a sigh of wonder.
Pairs well with嘆息 for a sigh of regret; 感嘆 for being moved to exclaim. Alone the character looks like the start of an unfinished word.
