Choose with care鷹 does not distinguish hawk from eagle. It also carries a political sense, the hawk who favours confrontation, exactly as in English.
Pairs well with鷹 with 眼 gives 鷹眼, hawk-eyed, which a reader parses instantly as sharp perception rather than the bird.
