Two versions of the same picture, and both are free with no account and no watermark. The first has no background at all, which is the one to send your artist — but a phone or computer photo viewer set to dark will show black strokes on dark grey and it can look like nothing downloaded. Choose with care公 alone means public or official, is the male of an animal, and is a very common surname element. By itself it does not read as fairness.
Pairs well with公 plus 平 gives 公平. 公正 is fairness in judgement, as of a referee or a court.
